In addition, a range of non-tenant agencies and entities - comprising both government agencies and non-government entities - are recognised as stakeholders.&lt;br&gt;&lt;br&gt;The purpose of this RFP is to procure an AV solution that reliably enables multi‑agency emergency coordination, enhances situational awareness, and supports current and future operational models. The solution must address known system obsolescence while providing a future‑proof, vendor‑neutral platform capable of evolving with changes in emergency management practice and technology.&lt;br&gt;&lt;br&gt;Operational Context and Outcomes &lt;br&gt;The Canterbury EOC operates in high pressure, time critical environments where system usability, audio intelligibility, and reliability directly affect decision making and coordination outcomes. The primary measure of success for this procurement is not the quantity or specification of equipment, but how effectively the proposed AV environment supports real world EOC operations - including use by infrequent operators, multiagency collaboration in a shared space, and continued operation during degraded or failure conditions.&lt;/td&gt;&lt;/tr&gt;&lt;/table&gt;</description>
