Overview:	The Council is seeking responses to this Request for Proposal from suitably experienced contractors to undertake the realignment of stopbank and drain infrastructure between a point just upstream of the discharge point into Waitarakao Washdyke Lagoon, and the northeastern corner of the Timaru District Council (TDC) wastewater treatment ponds. The works covered by this contract include: • site establishment, • deconstruction of existing stormwater pond and creation of new stormwater pond and vegetated swale, including connection to wetland, • excavation of a new drain channel and construction of a new stopbank. Retirement of the previous drain and stopbank system. This will include ecological restoration and habitat creation as well as pond reconstruction, • creation of an inland flood protection bund and creation of track, including supply and installation of culverts and the raising of Aorangi Rd, as well as upgrading and raising of private property entrances. Aorangi Rd culvert (previously installed) to be brought online. Construction of car park including supply and installation of drainage, fencing and gates, • Timaru District Council (TDC) scope - creation of stormwater pond system around the #1 drain, • temporary works, • and reinstatement works including road resurfacing. At the time of writing this RFP, the resource consents related to this work are being processed with an expectation they will be issued prior to the time of contract award. Environment Canterbury will keep potential contractors informed of the resource consent status. All final and agreed scope of works will need to comply with the final resource consents conditions. This work is part of a broader flood resilience work programme delivered by Environment Canterbury and co-funded by MBIE-Kānoa via the Regional Infrastructure Fund (RIF).

Overview:	Canterbury Regional Council is seeking market feedback regarding the establishment of a comprehensive contract assurance and auditing function for the Total Mobility Scheme and potentially other public transport (PT) contracts. Canterbury Regional Council is particularly interested in understanding market capability, methodologies, resource models, indicative costs, and lessons learned from comparable engagements. A key objective of this work is to strengthen auditing, assurance, and quality control processes within the Total Mobility Scheme. We are looking to develop procedures that are right sized to the scale and riskiness of the contracts in question, and the likely capacity within Canterbury Regional Council. There is an increasing focus on the affordability of the TM scheme by central government. Auditing and quality control of the scheme has historically been underdeveloped nationally, and this is an opportunity for a supplier to position themselves as an expert in the field.

Overview:	Having rating curves that accurately convert recorded water level data to flow is critical to all aspects of flood hazard management work at Environment Canterbury. We want to explore a modelling approach to defining rating curves for flows higher than we have gauged, and are open to innovative solutions that improve upon our traditional approach of rating curve extrapolation. We need models to be developed for 3 of our water level recorder sites and calibrated to recent high flow gaugings. Flows that produce maximum possible water levels need to be run through each model to establish a high stage/flow relationship for each site.

Overview:	Canterbury Regional Council (Environment Canterbury) (the Council) has a statutory function under the Soil Conservation and Rivers Control Act 1941 to manage land use within the region to prevent and mitigate damage caused by floods and erosion (see s126 of the Act). The Council is seeking responses to this Request for Proposal from suitably experienced contractors to undertake construction of new groyne structures on the true right bank of the Rangitata/Rakitata River, below the Arundel bridge. This contract involves the construction of four groynes. Details of works required are included in the Specifications in Part C and Construction Plans in Appendix 3. Note the number of groynes constructed may vary between two and four depending on tender prices as the project has a fixed budget for these improvements. Environment Canterbury will agree to the final scope of work with the selected contractor prior finalising contract documents. The work sites for the groynes are located on riverbed and in river berm. Access to the work sites will be via the Rangitata South Irrigation Limited (RSIL) pond access road, property owned by Rangitata Water Limited. All necessary agreements are in place with the landowner with regard to this work. Works will require the clearance of berm vegetation, removal of existing groynes, and clearance of any unsuitable material from the works area, prior to the construction of the four new groynes. It is possible that Rangitata River braids will be located near or within the proposed works site. The Contractor may therefore need to undertake diversion works to ensure that the groyne construction can proceed in the dry. The works will require the carting and placing of approximately 5500 tonne of rock from a RSIL stockpile adjacent to the site to form the new groynes. A further 9000 tonne of rock will need to be procured and imported to the site to form the further groynes. Rock from the existing groynes slated for removal may be suitable[JN1.1] for reuse and may reduce the amount of imported rock required. It is assumed that river diversion works will be required during construction of the groynes.
