Canterbury Regional Council (Environment Canterbury) (the Council) has a statutory function under the Soil Conservation and Rivers Control Act 1941 to manage land use within the region to prevent and mitigate damage caused by floods and erosion (see s126 of the Act).
The Council is seeking responses to this Request for Proposal from suitably experienced contractors undertake installation of a new culvert structure across the Aorangi Road, Timaru, north of the Waitarakao Washdyke Lagoon. The works covered by this contract include site establishment, supply and installation of bypass drainage, supply and installation of temporary cut-off sheet piling, dewatering and discharge energy dissipation, temporary works, excavation, subgrade improvement, supply and installation of precast concrete box units and wingwalls, in-situ concrete work, and reinstatement works including road resurfacing.
The installation of the Aorangi Road Box Culvert assembly precedes the greater works, labelled as ‘Seadown Stopbank and Drainage Channel Realignment Stage 1’, which will not be constructed until summer 2027. The Council is proposing to install this box culvert in 2026 to meet grant funding timeline requirements. As part of the current contract the culvert will be temporarily backfilled and buried until being brought online at a later date during implementation of the future Stage 1 project. This RFP is for the installation of the box culvert assembly only and does not form any contractual agreements with the greater Stage 1 works.
The resource consent related to this RFP has currently been lodged with an expectation they will be issued prior to the time of award to construct the box culvert assembly. Environment Canterbury will keep potential contractors informed of the box culvert assembly resource consent status as things progress.
