Canterbury Regional Council (Environment Canterbury) is seeking feedback and information from parties capable of delivering core bus depot infrastructure to support the transition to a fully electric public transport bus fleet by 2035. Canterbury Regional Council is exploring a range of options of delivery models, including:
• Investor/ Developer-led developments independent of service contracts
• Operator-led developments integrated with future bus service contracts
o Operator-owned depot within a bus service contract – the operator for the first contract term retains ownership of the depot and acts as the landlord to successor contract operators under a tripartite arrangement with Canterbury Regional Council.
o BOOT model – operator develops and operates the depot during the contract term, then transfers ownership to the next operator or Canterbury Regional Council at the end of the contract for an agreed transfer price.
Canterbury Regional Council invites responses from entities that have the expertise to lead development of electrified bus depots. Canterbury Regional Council is ideally looking for parties that have the appetite and capability to act as the long-term owner/ landlord of any improvements developed on the site.
Canterbury Regional Council requires new depots to be operational to support commencement of the new Bus Services Contract’s in November 2029.
