Overview

Canterbury Regional Council (the Regional Council) is seeking responses to this Request for Tender from suitably experienced contractors undertake construction and installation of a new floodgate structure across the Courtenay Stream at Kaiapoi near the confluence with the Kaiapoi River. The works covered by this contract include site establishment, supply and installation of bypass pumping, temporary works design for both the cut-off sheet piling and cranage platforms and/or temporary staging required for construction purposes, supply and installation of temporary cut-off sheet piling, temporary works, demolition and removal of the existing floodgate structure, excavation, subgrade improvement, supply and installation of precast concrete panels, in-situ concrete work, supply and installation of permanent seepage control sheet piling, and reinstatement works including stop bank tie-ins to the new structure.

The works are being undertaken within an ecologically sensitive area with significant recreational activities occurring within the vicinity of the works. Coupled with this, the construction is subject to a highly constrained construction period defined by the resource consent conditions obtained by the Principal for the works. The Principal acknowledges that it may not be possible to deliver all of the works within the consented timeframe, if this is the case an alternative timeframe that the Tenderer is prepared to commit to shall be supplied.

The Regional Council is wishing to engage a suitably experienced contractor who will work collaboratively with the Regional Council and its professional advisors to deliver an outcome which fully meets all time, stakeholder requirements, cost and quality objectives. The works shall be undertaken in a manner that minimises the disruption to the public and which enhances the community's perception of the Regional Council's ability to deliver such projects.

Respondents shall note that they are unlikely to be awarded the contract unless they can demonstrate a proven track record and proven expertise in all aspects of the works covered by this contract and have demonstrated within their tender response that the specific personnel who will be undertaking the work have a demonstrable record of working collaboratively to deliver the project outcomes the Principal is seeking.
