The Central Hawke’s Bay District Council (CHBDC) is delivering a recovery programme to restore critical transport infrastructure damaged by Cyclone Gabrielle. This programme aims to permanently repair assets across the district, ensuring safe access for community members and road users.
An Expression of Interest (EOI) for the recovery programme was released on 6th September 2024 that invited submissions from suitably experienced contractors interested in being prospective tenderers for upcoming construction projects. The EOI process identified a list of contractors who met the minimum pre-qualification requirements.
From the list of prequalified contractors, a further pre-selection process was undertaken, and selected contractors have been invited to participate in this RFT.
Purpose of the RFT
CHBDC seeks to engage suitably qualified contractors from the prequalified list to deliver specific work packages under a collaborative Early Contractor Involvement (ECI) phase, transitioning to construction. Contractors will contribute to the recovery programme, which has a significant impact on the district and wider Hawke’s Bay region.
Procurement Approach
The scope is being delivered through a traditional contract model (NZS3910:2013) with an Early Contractor Involvement (ECI) phase structured as a pre-construction service under a short form agreement. During the ECI phase, contractors will assist with finalising designs, pricing, and preparing construction programmes.
By the time the ECI phase is awarded, the design is expected to be largely complete. ECI contracts are anticipated to be awarded before Christmas 2024, allowing construction to commence in January and supporting the project’s delivery within the required timeframe.
Objectives
The key objectives of this RFT are to:
• Award ECI before the end of the year to enable construction to commence in January
• Deliver the programme of works by 31st May 2025, within budget, and to the required quality standards
• Support the council’s broader outcomes, including achieving at least 15-20% local supplier participation
• Identify contractors capable of collaborating effectively with CHBDC and its stakeholders.
