The CHBDC requires a contractor to complete a 350m Horizontal Directional Drilling pipe installation underneath the Waipawa River to support the wider project. The wider project, that is not included in this contract, connects the Waipawa water treatment plant to Waipukurau with a reservoir at the high point between the two towns (the 'Waipukurau Second Water Supply).
