Overview

Following an inspection of the existing bridge at Waipawa in February 2021, the existing culvert crossing was identified as being structurally compromised with cracks on the apex of the pipe and pipe sections beginning to separate. The departure angle of the existing culvert when entering the pond area has in the past caused a number of access issues, this is due to the small bend radius and steep slope of the formed access with steep drop offs on each inside corner. These issues have been identified as contributing factors in previous incidents and near misses. The culvert crossing has, since the initial inspection and report, been limited to a 10km/hr speed limit and to class 1 vehicles only, with monthly structural assessment carried out.

For these reasons, Central Hawke’s Bay District Council (CHBDC) has determined that in order to provide a long-term durable solution, a new bridge is required to supplement the existing crossing.

The Treatment Plant services the Waipawa township and will remain operational during the construction of the new bridge – access to the treatment plant will be available via the existing culvert crossing (albeit with restrictions in place)

Additionally, other contract works will also be being carried out on the site during the construction period, an overarching Health and Safety plan is in place for the site.
