This is a PGF project on Porangahau Road and involves the upgrade and resilience works along the route, with specific aim to rectifying the flooding issues at Flaxmill, upgrading bridges along the route for High Productivity Motor Vehicle (HPMV) capacity, and addressing retaining wall risks also for HMPV loading.
The contract comprises of five Separable Portions as described below. The rationale for the separable portions is to give the Central Hawkes Bay District Council the flexibility to extend the agreement with the contractor if so desired. Whether to proceed to another separable portion, or not, is entirely at the Council’s discretion and subject to the Contractor’s performance and agreement of mutually acceptable contract terms. The programme commences at the Separable Portion 1 and progresses to the remaining separable portions sequentially or concurrently as determined by an agreed programme.
The scope of the work involves the raising the vertical alignment in three road sections between Wanstead Bridge and Flaxmill Bridge (approximately 1.5km), Ugly Hill Road culvert upgrade and silt removal from the Taurekaitai Stream.
To achieve a 10-year flood level of service, the road vertical alignment is being raised by approximately 900mm in some areas. The Tenderer should note that SP1 is a detailed design but SP2 to SP5 is only at the preliminary design stage. The expectation is that the Contractor will collaborate with the Engineer to develop a practical option for the final design of each Separable Portion. All sites are subject to resource consent conditions.
