Overview

The BDC intends to undertake targeted repair and upgrade works to the Fisherman’s Wharf fender system at Westport Harbour. Recent engineering inspection identified damaged, missing, or failed timber fender strips, broken upper and lower longitudinal beams, broken diagonal braces, missing timber packers, damaged or missing steel restraint brackets, and a broken wharf pile at Bent 43 requiring either pile replacement or an alternative approved strengthening solution.
The purpose of the works is to reinstate the wharf fendering system so that berthing impact loads are transferred through sound structural elements, to complete the minimum ancillary repairs required to support that outcome, and to address immediate structural risk at Bent 43.

A single-stage, open competitive Request for Tender was advertised on GETS in accordance with the Procurement Plan approved on 24 April 2026. Tenders were submitted in a two-envelope format, with non-price attributes scored and agreed before the price envelopes were opened. Attendance at a mandatory site visit and current health and safety prequalification were mandatory pass/fail requirements, and relevant recent experience in civil/marine repair work over water together with evidence of required insurances were pass/fail pre-conditions.
Tenders were evaluated using the weighted price-quality method — Track Record & Capability 25%, Methodology & Programme 20%, Health, Safety & Environment 15%, Broader Outcomes & Local Value 15%, and Price 25%.
