Overview

Buller District Council currently manages three untreated water supplies, Waimangaroa, Mokihinui, and Little Wanganui. Taumata Arowai requires that these water supplies become compliant with the Water Services Act, either by adoption of an acceptable solution or compliance with the Drinking Water Quality Assurance Rules (DWQAR). This was initially required for December 2025, with an approved funding plan by June 2025. Due to the significant work programme, the December deadline is unlikely to be achievable, but the projects have been approved for later in the Long-Term Plan.
The proposed compliance pathway is via the small to medium-sized supply acceptable solution, which is being released in 2025. In order to comply with this solution, the following is required:
1. Installation of selective abstraction and potentially pre-treatment to make the raw water suitable for end-point treatment (approximately 1 NTU).
2. Installation of end-point treatment in private dwellings.
3. This is a programme of works which covers a variety of different projects on each of the supplies. Each supply will have approximately each of the following stages within the project.
4. Data gathering. Sampling to assess the suitability of end-point treatment, installation of flow meters (Little Wanganui and Mokihinui), and continuous monitoring of turbidity.
5. Design and construction of pre-treatment and selective abstraction.
6. Adoption of end-point treatment policy and installation of end-point treatment.
The programme is intended to be completed over a three-year period, depending on subject to design confirmation, with the planned completion date of July 2028. To fund this programme, $1.9m has been allocated in the 2025-2034 Long-Term Plan budget.

Council is looking for programme management services for the untreated water supplies programme from data collection, through to design and construction.
The programme management services will include:
• Arranging the collection of data and process engineering,
• Confirmation of final solution and design,
• procurement for construction contracts,
• management of the delivery of the construction works including contract administrators,
• relationship management with the drinking water regulator,
• communication to the community,
• communication to the infrastructure operations team,
• Council project reporting till project closure.
