Overview

The Bioeconomy Science Institute brings together AgResearch, Manaaki Whenua – Landcare Research, Plant & Food Research and Scion into a single organisation. The Bioeconomy Science Institute is a Crown Research Institute, owned by the New Zealand Government and governed by an independent Board of Directors.

Our Requirements
Following the recent integration of AgResearch, Manaaki Whenua – Landcare Research, Plant & Food Research and Scion into the Bioeconomy Science Institute (BSI), we are undergoing a significant transformation in our operational and security posture. This consolidation has introduced a broader and more complex IT environment, encompassing diverse systems, data sources, and threat surfaces. As a result, our security requirements have evolved beyond the capabilities of existing organisational capabilities.

To ensure consistent, scalable, and proactive security across the newly formed Bioeconomy Science Institute, we are seeking to procure a unified Managed Detection and Response (MDR), Security Operations Centre (SOC), and Security Information and Event Management (SIEM) solution. This initiative aims to:
• establish a centralised security monitoring and incident response capability across all BSI Group organisations.
• Enable real-time visibility and threat detection across BSI’s evolving infrastructure.
• Ensure compliance with regulatory NZ Government obligations and internal governance standards.
• Reduce response times and operational overhead through automation and expert-led triage.
• Provide a flexible and scalable security framework that supports future growth and integration.

This procurement is a strategic step toward building a resilient and unified security posture that aligns with the BSI’s goals, risk appetite, and digital transformation roadmap.

The immediate scope of this initiative is to establish protection for the BSI Microsoft Azure and AWS tenancies and complete a pilot deployment with one of 4 merging organisations. The solution designed to scale, diversify, evolve over time as we progressively migrate all environments across AgResearch, Manaaki Whenua Landcare Research, Scion, and Plant & Food Research into unified tenancy. Collectively, these organisations account for approximately 3,000 users across approximately 30 physical locations throughout New Zealand.
