This procurement was conducted under Rule 11 of the Government Procurement Rules. ACC contracted directly with Health New Zealand (Te Whatu Ora), a public service agency, for the provision of highly specialised burns treatment and burn scar management services.

Facts & Circumstances:
The Outpatient Burns Treatment and Burn Scar Management Service forms part of the National Burn Service and is only delivered by Health New Zealand through the National Burn Centre and regional burn units. The service requires highly specialised clinical expertise, established rehabilitation pathways, and continuity of care for ACC clients.
