Health NZ is seeking information about credible ways to establish and sustain an enterprise Employee Insights capability for a workforce of more than 100,000 people. We want to understand the organisational capability, operating models, specialist services, practices and enabling technologies that could help us listen effectively, generate reliable and decision-useful insight, support decisions and action at different organisational levels, and visibly close the feedback loop with employees.
We are interested in understanding not only how organisations gather employee voice, but how they translate workforce insight into organisational learning, workforce improvement, service improvement and better decision-making over time. We are particularly interested in the conditions required for success, the capability Health NZ should retain internally, and how capability can be established progressively in an organisation of our scale and complexity.
We have not determined that a software platform, managed service, advisory-led approach, internal model, single provider or multi-provider ecosystem is the preferred solution. We are seeking evidence-informed perspectives that will help Health NZ understand:
• what capability should be established and retained internally
• what roles external providers may play
• how capability can be established and scaled over time
• what conditions are required for success
• what trade-offs exist between alternative operating, delivery and capability models.
