Christchurch Men's Prison (CMP) is Department of Corrections primary high-security prison facility in the South Island. The Department is undertaking a significant redevelopment of the CMP site and has recently engaged a private sector partner to design, construct, finance, and maintain a major expansion under a Public Private Partnership (PPP) arrangement.
As part of this redevelopment programme, the Department requires a new Facilities Management and Maintenance (FMM) Building to support the expanded site and ongoing operations. Through this ROI, the Department is seeking to identify suitably qualified and experienced contractors capable of delivering this critical facility at CMP under a Design and Build contract (NZS3916).
The Department requires practical completion of the FMM Building no later than 30 November 2028. This is a critical project requirement. Respondents must demonstrate their ability to resource, programme, and deliver the works to achieve practical completion by this date.
Delivering this project adjacent to an operational high-security prison will require careful planning, close coordination, effective communication, and a high degree of operational discipline. While the FMM Building is located outside the secure prison perimeter, the works will be undertaken within a sensitive operational environment and will be subject to stringent security, access, and site management requirements. This includes Ministry of Justice checks and Department of Corrections approval for all contractors working on Department property.
