Overview

Far North District Council (FNDC / the Council / the Buyer) is seeking to appoint an experienced professional services supplier to help drive, support, and enhance the delivery of its core roading activities.

To support this, Council is seeking a collaborative approach, supported through co-location, that will:
• Provide high quality, cost-effective and timely service delivery.
• Maintain the network at the required level of service.
• Share ownership of problems and risks.
• Develop a process and culture of continuous improvement through innovative solutions.
• Ensure proactive health, safety and environmental practices are in place.

The professional services provider will be part of a hybrid team with a mix of in-house personnel, and other outsourced professional providers. Over time, Council will grow its in-house team, and the contract is structured to enable the best long-term outcomes for the professional services provider and the council with this approach in mind.
FNDC needs a collaborative and flexible supplier who can work seamlessly under a hybrid model with Council systems, staff, and other key partners, particularly the road maintenance and renewal contractors, in preparation for implementing the new measure and value maintenance contracts from 1 July 2026.
