Overview

This notice is for an upcoming Request for Tender, RFT, (aim to publish it on GETS early May 2025) for the Alternative Solids Handling Upgrade (SHU) Stage 1 at the Porirua Wastewater Treatment Plant (WWTP), on behalf of Porirua City Council (PCC) and Wellington City Council (WCC).
Below is a brief description of the scope.
Wellington Water Limited (WWL) requires a Contractor to design, supply, install, commission, operator training and handover a new sludge cake conveyance, storage and bin loadout system downstream of the existing centrifuges. This project will require the co-ordinated delivery across a range of disciplines, including:
- Wastewater sludge cake conveyance and storage.
- Structural and geotechnical engineering.
- Roading and civil engineering for the above scope.
- Electrical, instrumentation, controls and automation
The project will be delivered as a Design & Construct using NZS3916 contract form.
The duration of the tender period will be 6 weeks.
The Condition of Tender would entail pre-qualification questions. The tenderers are required to meet with these pre-conditions providing the information required in order to demonstrate they meet the pre-condition requirements for this tender:

1. Supplier must hold current Professional Indemnity insurance valued at $5m.
2. Supplier has successfully delivered Design & Construct project(s) as the lead contractor with multi-discipline aspects, on operational brownfield sites. Value of projects of no less than $1.0m.
3. Supplier must be able to commit to full delivery and commissioning by mid-November 2026 or before.
4. Supplier must be able to provide three reference projects (at least two of which are in New Zealand) and at least two of the projects are over $1 million in value.
5. All tenderers are required to have understood and can meet the WWL Health, Safety, and Wellbeing Expectations Guidance for supply chain partners as a pre-condition.
6. Must hold or meet all relevant industry certifications, licences, and accreditations or adhere to any legal requirements to be able to operate within NZ. Staff must have relevant training and competencies for the work being undertaken under this Contract.
