Overview

Requests for Information (RFI) are being sought from companies interested in participating in the procurement process for the replacement of the existing sludge drying facility at the Seaview Wastewater Treatment Plant (WWTP) for Wellington Water Limited (WWL), on behalf of Hutt City Council (HCC) and Upper Hutt City Council (UHCC).

1. WWL requires suppliers to replace the existing sludge drying plant and install a new dryer with a sustainable energy source. This project will require the co-ordinated delivery across a range of disciplines, including:
a) Wastewater Treatment Plant (WWTP) designers.
b) Sludge dryer suppliers.
c) Energy source plant equipment suppliers.
d) Building contractors.

2. The purpose of this RFI is to both gauge market interest in the pending procurement process, and to obtain feedback from the market on the approach to procurement and the contracting and delivery mechanism.

3. WWL is considering options for the procurement and contracting of suppliers for the completion of this project. WWL is proposing to undertake the work in a series of design and construction packages with a preference for the smallest number of packages. WWL would like to understand whether there are suitable suppliers willing to undertake the full project under a Design and Construct (D&C) Contract including project management, any consenting, detailed design, design of connections and installation of the sludge dryer and energy centre, design and construction of the building, design and installation of all process and utility connections from the existing plant to the new dryer, and final commissioning and any consent sign offs.
