Overview

Statement of Interest and Ability (SIA) is an invitation to suitably experienced contractors interested in being engaged for Early Contractor Involvement (ECI) at the Te Marua WTP.

It is for the Early Works and Main Works of the Te Marua WTP Capacity Optimisation, including but not limited to the DAF building/structure, enabling work, general earthworks, crane lifting, electrical and controls, pipework, and the balance of the WTP upgrade.

This is a closed tender to the Wellington Water construction panel only.

It will be a single stage procurement process based on the scoring evaluation in section 3 of the attached SIA document.

The selected contractor will be engaged on a Minor Works Contract (we have attached the proposed Contract for review). During the ECI phase the Principal will work with the Contractor to transition to a NZS 3910 Contract for the Early Works (Separable Portion 1) and Main Works (Separable Portion 2).

Further information:
The tender period for SIA applications ran from 14th April to 26th May 2022. The request for SIA submissions provided preliminary design information and copies of the consent and NOR applications along with other important information about the site and access constraints. SIA submissions were received from Fulton Hogan and Brian Perry Civil only.

The tender evaluation recommends the selection of Fulton Hogan be confirmed as the contractor for the Early Contractor Involvement (ECI), with the intention to transition into the lead contractor role delivering packages as separable portions under NZ 3910, once the necessary documentation and approvals are in place.
