The Manaaki New Zealand Scholarship Programme (MNZSP) is the Government’s single-largest investment in international scholarships. The programme is funded through the New Zealand International Development Cooperation Programme (IDC). The purpose of the MNZSP is: “Mana through Manaaki: To build Mana for New Zealand and our partner countries through Manaaki for scholars and alumni.” The operation of the MNZSP is managed by Education New Zealand (ENZ), on behalf of MFAT.

As supplier of the MNZSP Thematic Short-Term Training Scholarship (TSTTS) management services, Kāpuhipuhi is responsible for running all stages of the delivery. The objective of this procurement is to contract services to deliver or support the following:
- Delivery of theme-based training programmes, including orientations and completion ceremonies.
- Provision of excellent pastoral care of scholars.
- Generation and provision of data and reporting to support the monitoring and evaluation of the scholarships.

This RFP is seeking proposals to deliver training programmes for the following themes:
- Climate Change
- Sustainable, Resilient, and Productive Agri-Food Systems
- Infrastructure Project Management
- Disaster Risk Resilience
