Overview

Historically, regions have conducted their own procurement for aerial imagery. This RFP sees 4 councils working together to undertake joint procurement for aerial imagery. This joint procurement is known as Collaborative Aerial Photography Syndicate (CAPS 2025). The regions are covered by this RFP are:
+ Horizons Regional Council
+ Nelson City Council
+ Taranaki Regional Council
+ Waikato Regional Council.

CAPS 2025 has 3 categories: rural, urban, and special with the images captured over 3 flying seasons: 2025-26, 2026-27, and 2027-28 with an option to extend the contract for a further 3 flying seasons. We estimate that about 60,000 km2 are to be captured in the first 3 years, with 95% being rural, 4% urban, and 1% special.

The scope is limited to orthophotography. The method of capture may be fixed wing for all categories, drone for the urban and special categories, or a mix. Satellite is out-of-scope for all categories. Respondents may tender for one or more categories and for one or more regions. Our intention is not to award to a single supplier. Our preference is that each region has a single supplier for each category, and they could be the same supplier or different to other regions.
