Overview

SR4 means sustainability, reduce, recycle, reuse, and rethink and is about how councils and their communities can minimise waste creation and improve how the waste created is managed.

Co-Lab is looking for a vendor with the experience and capability to partner with us to deliver an efficient and scalable digital platform that will be a foundation to build a range of digital services across councils. Whilst the current project is focused on rubbish and recycling, the purpose of this platform is to set up a technological framework that will ultimately allow citizens to access most, if not all, council services digitally. SR4 will be the first service to be hosted on the platform. The application must be easy to use by a wide range of demographic users with the ability to add accessibility features as requirements grow (e.g. multi-language, login features). Additionally, we will require elevated access or an admin portal for each council to maintain the platform, send updates and keep information up to date. This portal should be easy to update by council administrators with limited/indiscernible lag time. A key challenge for the vendor is developing a platform that can accommodate various distinct entities (councils), each doing the same thing (rubbish and recycling) in a way that may be similar yet with differences (policies, rules, workflows, etc).

It is with regret that we advise that the SR4 process is terminated and we have no immediate plans to progress the procurement for this digital platform. We appreciate the time and effort respondents had put into preparing their ROI responses. However, we were unable to garner sufficient interest from councils to progress at the scale required.
