Whakatane District Council (WDC) are reviewing the provision of their
Fitness Centre and Pool services. They have engaged The Integral Group
Limited (TIGL) to assist with this process.
In this review there are three roles:
asset owner
facility manager
service delivery
WDC are the asset owner and currently also do the other two roles. This
review will look at what is the best option for managing the facility and
providing the services (internally or externally).
WDC will always be the asset owner. For clarity WDC will not consider two
different contractors for the two potentially outsourced roles of facility
manager and service delivery.
The procurement process will be a multi-staged open market process:
Registration of Interest (ROI)
Request for Proposal (RFP)
This will be different to normal in that WDC are openly testing the market
against their own operation. They do not want to take advantage of the
market and as such are prepared to pay for some of the market response (that
normally suppliers bear the costs of).
