Housing Upgrade Programme:
The Housing Upgrade Programme (HUP / Programme) is a long-term partnership between the Crown and Wellington City Council (Council), established through a Deed of Grant, to renew and improve the Council’s Housing Portfolio so that homes remain warm, dry, safe, and secure.
Phase 1 of the Programme (HUP1) is complete, and Phase 2 (HUP2) has been approved to proceed following submission of the Programme Business Case (PBC), developed in line with the Treasury Better Business Case Five Case Model.

Recommendations in the PBC were underpinned by detailed financial analysis, including net present value (NPV) modelling of long term cashflows and profiling of operating and capital expenditure to optimise whole of life costs for the investment.

Programme Business Case Baseline Review / Verification:
To protect the investment case and ensure decisions remain aligned with the approved Programme Business Case (PBC), the programme baseline is subject to structured review and verification at both programme and project level.
To support these ‘Reviews’, the Programme Team requires Financial Analysis and Business Case Consulting Services from a single consultancy firm.
