Overview

Wellington City Council (WCC) is seeking to engage one or more suppliers to deliver a modern, fit-for-purpose replacement for our current Human Resource Information System (HRIS) and Payroll platforms.

These systems are core to our People and Culture (P&C) function and are used by all WCC staff for critical activities including onboarding, position and organisational management, employee data management, time sheeting, leave management, compliance reporting, employee and manager self-service, and payroll.

Payroll functions include end-to-end pay processing, KiwiSaver and tax compliance, Holidays Act compliance, reporting, and integration with banking and finance systems. High-quality HR data, including accurate organisational structures and employee information, underpins the effectiveness of downstream processes such as budget management, health and safety, and reporting.

For clarity: WCC currently operates separate systems for recruitment, learning, and performance management. These are named in the requirements, are expected to remain in place but require seamless integration with the new HRIS and Payroll platforms. Proposed solutions must therefore demonstrate strong interoperability capabilities.

We are open to different delivery models:
- A single provider delivering both HRIS and Payroll, via an integrated or separate platform(s)
- A joint bid or consortium, led by a primary vendor responsible for delivering and integrating discrete HRIS and Payroll solutions.
