Wellington City Council (Council) employs approximately 1900 staff and delivers over 400 services to people in Wellington.
Council's process and approach to managing employee performance, career and development is called Whare Tapa Toru, and means 'house of three sides'.
Whare Tapa Toru reflects bringing your whole self to work and has been designed to promote employees and leaders engaging in quality, regular, holistic discussions; is based on the leadership model of Head, Heart and Hands, and is currently in its third performance year.
Alongside Whare Tapa Toru, Council has agreed an approach to talent management and succession, which will be formally launched in July 2022. This approach focusses on identifying critical roles, capabilities and people, succession planning and using a 9-box talent matrix.
Together, Whare Tapa Toru and Talent Management and Succession are collectively termed Performance, Career and Development.
Whare Tapa Toru is a paper-based process and a decision has been made to replace the paper-based process with a fit for purpose, commercial off-the shelf online-based platform/solution to enable an improved approach to Performance, Career and Development.
The key outcomes that we are seeking are:
1. To be able to use an online solution, rather than paper-based, to support a behaviour shift in interaction and two-way process between leaders and their teams throughout the year.
2. To also enable Council to capture talent and succession data as well as other information to support the rollout and embedding of this work.
Wellington City Council is seeking the right supplier to work closely with us to design, establish, manage, and support an online Performance, Career and Development Solution that is available for use by
17 June 2022.
