Overview

This Request for Proposal relates to the procurement of Main Contractor Services for the Healthy Homes Programme for Wellington City Council (WCC) City Housing properties. Under the Healthy Homes Standards (HHS) that came into effect on 1 July 2019, WCC City Housing is required to ensure that all its rental properties are compliant with insulation, heating, mechanical ventilation, moisture ingress and drainage, and draught stopping standards by 1 July 2024. All houses rented by Kāinga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply by 1 July 2023.

As the country’s second largest landlord, WCC City Housing have a total of 1,931 social housing properties across 56 complexes throughout the Wellington Region. The portfolio comprises of a diverse range of building typologies ranging from standalone houses to high-rise apartment buildings. Further, the condition and age of the portfolio varies significantly, from 1950’s builds to newly refurbished properties between 2008 – 2018. The level of healthy homes compliance and scope of works also vary across the portfolio.
All City Housing Properties are compliant with the Insulation Standards in 2019, this leaves the general works required to ensure the overall portfolio meets the other Standards.
