Overview

Following the Future Procurement Opportunity that was published, this Request for Information (RFI) advises that Wellington City Council (WCC) is seeking to appoint a collaborative partner who will contribute to the design (via an early contractor involvement or similar model) and ultimately construct and commission the Wellington Sludge Minimisation Facility.

This is a complex project. It requires the integration of industrial processes incorporating internationally sourced technologies into a seamless and resilient working process system. The proposed site, adjacent to the existing Moa Point Waste Water Treatment Plant is constrained and adjacent to sensitive commercial operations, which requires unique construction techniques of vertical infrastructure. Construction and commissioning must take into account the need to integrate with an operating wastewater treatment system and construct the plant adjacent to an operating airport.

With this in mind, we recognise the need to appoint a Head Contractor early in the project in a collaborative working partnership. More information about our proposed procurement approach is provided in the attached RFI document. Recognising the particular needs of this project, WCC will use a structured procurement process to select a preferred contractor. In keeping with our collaborative approach, we are seeking feedback on the proposed delivery model so that we can understand and consider the market’s requirements and ensure our procurement processes deliver the sought after outcomes.

As stated in the attached RFI, WCC is to host one to one meetings with interested Head Contractors on 25 – 26 November 2021. Meetings can be either in person at WCC offices or via video technology.

Registrations to participate in one of these meetings is to be confirmed no later than 14:00 NZT on 19 November 2021.
