The Central Library building was closed in March 2019 due to structural concerns raised by WCC’s contracted structural engineers, based on new guidelines for concrete buildings developed by the engineering community and Ministry of Business Innovation and Employment (MBIE). These concerns related to the pre-cast concrete flooring system design which has a high level of potential failure in a significant earthquake, and the Central Library structure only meeting 15-20 percent of the New Building Standard (NBS). On that basis, the WCC Chief Executive closed the building to the public on 19 March 2019.
To ensure the successful delivery of a completed quality reinstatement/rebuild and seismic upgrade befitting the capital city’s Central Library, as we enter into the detailed design and construction phase of the Project a team of project professionals has been assembled with demonstrated quality, capacity, experience and track record that is deemed essential to achieve the required result and reduce the risk associated with the project.
This is an opportunity to work in partnership with the WCC as part of the exciting Te Matapihi – Central Library strengthening project. The main strengthening works are planned to commence in Mid-2022 and WCC are proposing to strip out the existing building ahead of these works.
The opportunity seeks to identify a Demolition Contractor who can complete the strip out works in order to have the building ready for strengthening to commence.
The Demolition Contractor will have sufficient personnel with suitable experience in projects with similar scale and complexity. Further they should have the required capacity and resource to deliver the scope of services, works and deliverables in a timely, efficient and effective manner.
A number of documents have been added to this RFP notice, however, a suite of additional supporting documents that contain background information in relation to the Project are necessary for you to be able to respond.
A Confidentiality Deed, attached as Appendix A and a Statement of Suitability, attached as Appendix B must be completed and returned to WCCProcurementTender@wcc.govt.nz in order to receive the Supporting Documents.
WCC will review the documents and if found to be in order, provide access to the party named in the Confidentiality Deed through a DropBox link.
