This Registration of Interest (ROI) is to invite interested parties to submit proposals to provide Building Services Engineering and Design Services for Wellington City Council's WorkPlace Project.
The WorkPlace Project comprises five core streams of work on the Civic Administration Building (CAB) and Central Library:
a. Workplace Efficiency. Upgrade and modernisation of the working environment in the CAB and Central Library buildings to provide a modern and flexible working environment;
b. Seismic strengthening of CAB and Central Library buildings to address deficiencies in the seismic performance of the two buildings and improve their seismic resilience;
c. Separation of services across the Civic Square Campus to enhance resilience, improve plant efficiencies and allow the Municipal Office Building (MOB) and Town Hall to stand alone;
d. Assessment of maintenance liabilities to the interior and exterior of both buildings, and co-ordination of building renewals with the upgrade of the working environment; and
e. Central Library Refresh that will deliver "a vision for open for creativity, connection and innovation" and return it to the forefront of libraries worldwide.
A design consultant team is required to complete the design and services required to implement WorkPlace and its principles. The Architect will act as the Lead Consultant, co-ordinating all design service providers.
This ROI is to shortlist suitably qualified Building Services Engineering consultants to move to the RFP stage. ROIs for structural engineering and architectural design services services are being held concurrently. At RFP stage the Consultants may be requested to prepare a design consortia proposal, including architectural, structural and building services engineering consultants. The Architect will act as the Lead Consultant, coordinating all design service providers in the consortia. All other design consultants will act as sub-consultants but will be contracted directly to Council.
Council reserves its right to proceed on the basis of consortia or via a traditional RFP process in the next stage of procurement.
