Wellington City Council (WCC) has developed a new ‘Target Operating Model’ (TOM) and is in the process of developing a roadmap to implement the principles and objectives of this operating model.
One of the supporting initiatives involves the re-design of the business processes and operations (i.e. people, process, technology etc) for one business unit as an end-to-end test of the intended future way of working.
This will include the creation of digital channels for the submission and processing of applications and an electronic work management model that automates the capture, categorisation, prioritisation and distribution of tasks (work items) to staff as well as the real-time monitoring and reporting across the business process (end-to-end) to provide full visibility of workloads and performance against customer service objectives and other performance standards.

Following evaluation of RFI responses and subsequent research, WCC has decided to utilise an existing central government framework agreement.
