This Request for Quote (RFQ) has been issued to enable Waikato Regional Council (WRC) to identify a supplier to undertake detailed design works for the Replacement of the Churchill East (Holmes) Pump Station (PS) Upgrade along with support during the procurement process for the physical works.
The Holmes pumpstation is the main drainage outlet for the Churchill East Drainage Area and was constructed by the Former Waikato County Council in 1965. The pumpstation contains four pumps, two MacEwans 24/30 axial flow pumps (pumps 1 and 4 in the pumpstation), and two Pleuger submersible pumps (pumps 2 and 3 in the pumpstation), Pumps 1 & 4 were installed around 1981 (circa 37 years old). Pump 3 is still an original pump (circa 53 years old). Pump 2 recently (winter of 2017) suffered a catastrophic failure and was replaced with the overhauled spare (of similar specification but not identical) purchased from Otago council in 2013.
Due to their age the two Pleuger pumps are no longer supported by any pump supplier within NZ. When undertaking the replacement, council will need to comply with legislation, including fish passage requirements. To comply with the above parameters all 4 pumps currently operating at Churchill East (Holmes) PS will be replaced with an Encased Archimedes Screw Pump.
The drivers for this upgrade are:
• Lack of availability of support for this type of pumps within NZ, if the equipment fails and parts are needed, parts will have to be ordered from the suppliers factory in Europe during this time there is a risk that the agreed LoS will not be able to be met.
• Opportunity to upgrade the infrastructure to comply with fish passage requirements.
Council require a supplier to produce a detailed design package for the upgrade of the Churchill east pump station that will include the installation of an Archimedes Screw Pump (ASP) from Fish Flow Innovations to replace the end of life Pleuger pumps and the 2 McEwan’s pumps currently installed as drainage pumps.
This project is receiving funding from the Ministry of Business, Innovation and Employment (MBIE) as part of the COVID19 economic recovery “Shovel Ready” stimulus.
