Council will shortly advertise six Request for Quotation (RFQ) packages for watermain renewals across Oamaru and the Lower Waitaki area. The works primarily target ageing steel, galvanised, and small-diameter asbestos-cement (AC) mains.
Packages:
1. Oakleigh Crescent, Nith Street & Earn Street
2. Eden Street & Solway Street
3. Don Street & Raglan Street
4. Lune Street & Wansbeck Street
5. Greta Street & Tees Street
6. Shortland Road (Lower Waitaki)
Procurement method:
• Each package will be tendered as a separate contract under NZS 3910:2023, using an RFQ process.
• As each site is a discrete scope with an estimated value within Council’s Procurement Policy thresholds, respondents may submit for one or more packages.
• Council may award packages individually or in combination to multiple respondents.
Evaluation approach:
Price will be a primary consideration, alongside the respondent’s capacity to meet completion deadlines. Quotations may also be evaluated on overall value, including technical merit, methodology, resources, programme, and health and safety compliance. Council therefore reserves the right not to accept the lowest price where a submission does not demonstrate best value for money, considering whole-of-life cost, delivery risk, and community impact.
