Waitaki District Council (WDC) intends to release a procurement opportunity for the delivery of coastal protection works along Beach Road and Waianakarua Road. This initiative is part of the Council’s strategic response to escalating coastal erosion risks and is supported by NZTA under the 2024–2027 National Land Transport Programme.
The project will involve the supply, delivery, and installation of engineered rock bags across priority sections of coastline. These works aim to secure critical transport routes, extend infrastructure lifespan and support long-term planning for alternative access.
Scope of Works (Indicative)
Applicants will be invited to submit proposals based on the preferred solution of engineered rock bags. The proposal of suitable alternatives that meet the project’s objectives, environmental standards and funding conditions is also encouraged by Council.
The successful contractor will be responsible for the full delivery of coastal protection infrastructure across priority sections of Beach Road and Waianakarua Road. Key components include:
• Supply and delivery of 4–8 tonne engineered rock bags (or alternative)
• Procurement and transport of suitable rock material
• Installation of coastal protection structures in accordance with engineering and resource consent conditions
• Traffic management and coordination with Council teams
Funding & Compliance
Total Project Budget: $2.05 million
Procurement must comply with NZTA rules, including accredited tender evaluator involvement

Indicative Timeline
Tender Release: Anticipated from November 2025 (subject to resource consent approvals)
Contract Award: Q1 2026
Construction Period: 2026–2027
Additional Information
The Coastal Resilience Project is currently a standalone infrastructure project with no other dependencies. There is however opportunity to link this with another similar project that is currently being scoped and subject to Council approval. As this pending project will likely be collocated with the Coastal Resilience Project, and conducted in a similar timeframe, there is potential for efficiencies and cost-savings to be made. If the pending project is authorised, Council may request applicants to present a Proposal Option against this activity.
Industry Meetings will likely be scheduled to discuss the above prior to procurement activity commencing.
