Overview

The University has a low supply (292 beds), and growing demand for self-catered student accommodation on its Hamilton (Hillcrest) Campus. Demand for accommodation at the University’s Hamilton Campus has returned to pre COVID-19 levels - whilst the University’s enrolments have increased (particularly international students), placing pressure on student accommodation.
The University has identified the need for approximately 100 new self-catered student accommodation bedrooms (plus or minus 20 bedrooms subject to typology) in the short term (and this demand is likely to grow with time).

The University has completed initial investigations into modular student accommodation building proposals and has separately requested price estimates / proposals from key suppliers for this information. The University has made it clear to these suppliers that it does not intend to procure a modular construction builder directly but is investigating options as part of its due diligence process.

The University has also undertaken initial investigations into alternative contracting models - which you have participated in. To complete this phase of initial investigations, the University wishes to request key information from parties it has engaged with, so that it can complete its due diligence and test the viability of respective options.

The University will utilise the information received to determine whether, in its unfettered opinion, there is a viable option to advance, and proposes that if this is the case, a heads of agreement (HOA) will be prepared to exclusively work with a single party on refining the proposal and contract documentation.

No Winner GETS Close-Out Note

No contract was awarded under the original Build-to-Lease RFP. After completing the process and subsequent review, the University determined that the proposed delivery model was not the preferred approach.

To progress planning, the University undertook design work under standard contract terms to inform future procurement. This engagement did not constitute an award under the original RFP.

The University has since identified a Build-to-Own model as the preferred approach. This is expected to be procured through a full open tender at a later date.

This outcome is consistent with the Government Procurement Rules and University Procurement Policy, ensuring transparency and fair opportunity for the market.
