The University is working with the Ministry of Health and Health New Zealand to develop the Detailed Business Case for the establishment of a new Medical School. Should the business case for the new Medical School ultimately be approved by Government to proceed, then the University would then construct Stage 1 of a new Division of Health Precinct at the heart of the Hamilton campus. The new facility would provide modern teaching and learning facilities and staff spaces for the proposed new Medical School, and would also support the University’s existing programmes in nursing, midwifery and pharmacy.
The Division of Health Precinct would enable a diverse, multidisciplinary education environment which is based on the latest technologies in teaching and science.
The University undertook an ROI process in December 2024 and through that process shortlisted potential providers of the ECI services and, if it proceeds, potential construction contractors for the Construction Works. The University advised the successful shortlisted EOI respondents on 21st January 2025 (ROI Shortlist).
To provide confidence in the development of the subsequent Implementation Business Case the University is seeking Early Contractor Involvement (ECI) Services. This will assist with confirming construction budgets and timing. It will bring a construction lens to the detailed design phase of the project to confirm (or make alternations where needed) that the detailing utilises smart, efficient solutions for construction.
As part of the ECI Services the Successful Respondent must also submit a lump sum price for the Construction Works, on an open book fully transparent basis. Respondents will provide their proposed P&G lump sum and margin rate for the Construction Works, which would apply if, they are the Successful Respondent and following completion of the ECI Services, the University agrees to enter into a construction contract for the Construction Works with the Successful Respondent.
It is important to note that this procurement exercise is being conducted in parallel to the approval of the Detailed Business Case being considered by Government for a proposed medical school. As such, there is no commitment that this contract will be awarded should the business case not be approved. The University may at its sole discretion negotiate with the Successful Respondent with a view to awarding the subsequent contract for the Construction Works, but is under no obligation to do so.
