Overview

The Upper Hutt City Council (UHCC) is seeking to engage an experienced Chip Seal and Surfacing company.

Well-planned, resilient infrastructure—delivered in the right location, at the right time, and with sufficient capacity—is essential to the economic prosperity and social wellbeing of those who live, work, and visit Upper Hutt. A key community outcome for Upper Hutt City Council (UHCC) is the provision of reliable and efficient networks that support the city’s growth and functionality.

To maintain the integrity of existing assets, UHCC prioritises the development of optimised renewal programmes. This procurement relates specifically to the annual reseal renewal of a portion of the UHCC road network.

UHCC is seeking to engage an experienced surfacing contractor with proven experience in delivering Chip Sealing and Asphalt surfacing within the Wellington Region. A forward works programme has been developed for the 2025/2026 financial year, supported by an allocated budget of $1,750,000.00.

Due to a compressed procurement timeline, this contract will cover reseal works for the 2025/2026 financial year only. A separate procurement process will be undertaken at a later stage to secure a long-term reseal renewal contract.

The reseal contract includes all aspects associated with the chip sealing and asphalt surfacing of specific roads as defined in the forward works programme. The scope of works will include the following:
1. Chip Seal design
2. Chip seal construction
3. Asphalt surfacing
4. Temporary Traffic Management
5. Quality assurance
