Overview

1. Introduction and Background

The Upper Hutt City Council (UHCC) wishes to receive Expressions of Interest (EOI) from suitably qualified residential property developers with an interest in developing housing in the Maidstone area of Upper Hutt.

The aim of the Council in this process is to seek and obtain EOI from organisations who are interested in making an offer to purchase land for residential development.

Bogacki Property Consultants Ltd will be assisting with the administration of this REOI.

2. Scope

UHCC owns the land located at 13-21 Railway Avenue and 1-23 Maidstone Terrace, Upper Hutt. The site comprises 16 contiguous lots of council owned land, totalling 15,251 square meters (1.5251 hectares), on a level section on the corner of Maidstone Terrace and Railway Ave, described as lots 5-20 DP 54320 (Land). The site is zoned Residential.

A resource consent has been approved for a two-stage subdivision of the properties (Appendix 2). The 16-lot fee simple subdivision plan includes 14 lots of regular size to accommodate a single dwelling on each and 2 large lots which could be further developed to create either small lots or comprehensive residential development. The full resource consent is available in Appendix 2.

3. Expressions of Interest

UHCC is now seeking suitable property developers who are interested in making an offer to purchase the vacant Land for residential development. The Council has a number of objectives for the Land development, namely:

• Deliver a quality, moderate scale residential development

• Deliver well designed and well-built housing

• Achieve an optimal financial return from the sale of the Maidstone Terrace properties, based on Council’s preferred design result

This REOI is seeking to obtain proposals from property developers in the private sector who will act to achieve the above objectives.

Respondents to the REOI (Participants) may be shortlisted through an evaluation process and up to 3 Participants may be shortlisted to proceed to the next stage of the Land sale process which may include further discussions regarding the development process and commercial terms with a view to UHCC entering into a formal agreement for sale of the Land.
