Tiaki Wai seeks specialist consulting support to establish an Authority to Operate capability that enables operational and customer-facing teams to lawfully exercise delegated statutory powers and fulfil regulatory obligations under the Water Services Act 2021, Local Government Water Services Act 2025, relevant local authority bylaws, and associated legislation.

The engagement will establish the governance arrangements, delegations, operational controls, competency frameworks, procedures, assurance mechanisms, and supporting documentation required to embed regulatory obligations into day-to-day operations. The framework must integrate with Tiaki Wai's existing operating model and strengthen current business practices rather than create a standalone regulatory function.
