In 2026, the Treasury adopted a Digital Strategy to guide how it delivers on its mission to provide trusted economic and fiscal advice, ensure transparent public finances, and support a high‑performing public sector. A central pillar of this strategy is the recognition of data as a strategic asset.
This shift reflects a move away from the passive receipt of data and documents toward the active acquisition and management of high‑quality, structured data. By establishing a unified source of truth, Treasury aims to strengthen evidence‑based policymaking and enable future use of advanced analytics, including artificial intelligence.
Developing a clear and shared understanding of Treasury’s current data maturity and governance arrangements is a critical prerequisite for defining a future‑state data strategy, roadmap, and coordinated investment priorities. This Request for Proposal (RFP) relates to the procurement of specialist data strategy and data governance advisory services to support this work.
Through this engagement, Treasury seeks to achieve the following outcomes:

improved visibility of key data assets, data flows, and decision rights
a robust assessment of current data and governance maturity
a shared and agreed view of the desired future state
fit‑for‑purpose options for data governance arrangements
practical implementation options to accelerate data maturity across the organisation

The services procured through this RFP will play a foundational role in enabling Treasury to manage data more strategically and to realise greater value from its data assets over time.
