Overview

The Treasury, working jointly with the NZ Transport Agency (NZTA) and Ministry of Transport (Transport), is undertaking a scoping study to investigate the feasibility of selling a long-term operating concession as part of a technology modernisation process for the Crown’s motor vehicle and driver licence registries (together referred to as Land Transport Registries). The Treasury is seeking to engage a highly qualified investment banking or corporate advisory firm or consortium led by a highly qualified investment banking or corporate advisory firm to advise on technology, commercial and financial matters relevant to this feasibility assessment, including:
• Reviewing the current state of the Land Transport Registries technology and assessing whether technology upgrades are required to maintain the status quo and/or to prepare for signalled policy changes in the land transport system,
• Evaluating the application of commercial operating models to the Land Transport Registries, including assessing the case for risk transfer, assessing the business units’ and operations’ general readiness for separation, assessing necessary privacy, security and regulatory frameworks, and identifying potential ownership structures,
• Developing expected timelines and key steps for potential subsequent phases of work, and
• Provide technology, commercial and financial advice that supports the Ministry of Transport, NZTA and the Treasury to deliver on internally led workstreams, including Policy, Legislative and Regulation, and Corporate and Operational workstreams.

The Treasury will be the client and will have overall responsibility for the feasibility assessment, supported by NZTA and Transport. The feasibility study will contribute towards Treasury advice to Joint Ministers in Quarter 1 2026, prior to undertaking any further preparatory work towards a formal transaction process.
