Overview

Taranaki Regional Council (TRC) invites proposals from suitably qualified suppliers to deliver environmental weed and pest plant control services across the Taranaki region for the 2026/27 financial year. Suppliers may submit proposals for one or more service areas (Lots).

The programme supports key biosecurity and biodiversity objectives through the management and control of priority pest plant species, including Old Man's Beard, Madeira Vine, Moth Plant, Climbing Spindleberry and Giant Reed. Work will be delivered across multiple locations throughout the region and may include maintenance control, eradication programmes, specialist access weed control, and difficult terrain operations.

The available Lots are:

• Lot 1: Old Man's Beard River Corridor Control
• Lot 2: Specialist Access Weed Control (abseil, rope access and difficult access sites)
• Lot 3: Direct Control Pest Plant Programme

TRC is seeking suppliers with demonstrated experience in environmental weed management and field-based service delivery. Respondents should be able to demonstrate strong health and safety systems, qualified personnel, effective project management capability, robust reporting processes, and the capacity to deliver services within seasonal treatment windows.

Successful suppliers will work alongside TRC to achieve measurable environmental outcomes, protect native biodiversity, and support implementation of the Regional Pest Management Plan. The programme offers an opportunity to contribute to the long-term management of invasive species while building regional environmental capability and delivering value for the Taranaki community.

TRC encourages proposals from suppliers who can demonstrate innovation, quality service delivery, strong communication, and broader economic benefits to New Zealand, including local employment, training, and capability development.

Refer to the attached Request for Proposal (RFP) documentation for full details of the scope, requirements, contract terms, evaluation criteria, response requirements, and submission instructions.
