Taranaki Regional Council (Council) is providing advance notice of an upcoming procurement opportunity for the development and implementation of flood forecasting tools for the Waitara, Waiwhakaiho and Mangaone catchments.

The project will deliver calibrated and validated flood forecasting models integrated into a cloud-hosted Operational Forecasting Platform (OFP). The solution will strengthen Council’s ability to forecast flood peak magnitude and timing, improve warning lead times and situational awareness, and support operational and emergency response decision-making.

The OFP will be required to automate the ingestion of observed and forecast data, including MetService forecast rainfall and gauge-corrected radar rainfall products. Expected capabilities include automated model execution and workflow scheduling, forecast visualisation, reporting, historical event replay, scenario testing, audit logging, user management, and separate testing environments.

Council is seeking an experienced provider with a strong, referenceable track record in flood forecasting, hydrological modelling, operational implementation, IT integration, and cloud-hosted forecasting platforms. Experience delivering solutions for New Zealand local government and the availability of local support capability would be advantageous.

The solution must support ongoing model refinement and future enhancement, including the potential addition of forecast products, catchments, ensemble forecasting, and integration with wider emergency management or common operating platforms. Council intends to retain ownership of all Council-funded models, configurations, workflows, integrations, documentation, and custom developments, including the rights to operate, modify, extend, and migrate the solution.

The successful supplier will also provide implementation services, detailed documentation, training, handover, and ongoing technical support to promote long-term sustainability and minimise vendor lock-in.

Council expects to advertise the opportunity on the Government Electronic Tenders Service (GETS) in August/September 2026. An online supplier briefing is also planned via Microsoft Teams.
