Taranaki Regional Council, on behalf of a group of collaborating regional programme partnerships, invites proposals from selected suppliers on the All-of-Government (AoG) Consultancy Services Panel to support the development of an Integrated Local Government Framework (ILGF).
This engagement represents a strategically significant opportunity to contribute to a regionally-led, multi-council initiative that is seeking to establish a consistent, scalable approach to understanding and optimising local government service delivery.
The ILGF will form a foundational framework that provides a consolidated view of services and functions across participating councils, enabling more informed decision-making, improved alignment, and identification of efficiency and value-for-money opportunities over time.
Suppliers will work alongside senior programme leaders and cross-council stakeholders to co-design a practical, evidence-based framework through structured engagement and targeted analysis. The work will be anchored in an initial region, with a clear expectation that methodologies, tools, and outputs are designed for extension and reuse across multiple participating regions.
We are seeking responses from suppliers who bring depth in public sector advisory, service and functional design, and facilitation of complex, multi-stakeholder environments. Proposals should demonstrate a disciplined, outcomes-focused approach that translates complexity into clear, decision-ready outputs suitable for governance and future implementation pathways.
This is an opportunity to contribute to a substantive piece of work that has the potential to influence how local government services are structured, compared, and delivered across regions. Suppliers are encouraged to bring forward pragmatic, scalable approaches that balance rigour with practical application and deliver enduring public value.
Invited suppliers should refer to the full RFP documentation available on GETS for detailed requirements and submission instructions.
