Opportunity Summary

TRC is seeking proposals for the implementation of a modern data platform (hereafter referred to as MDP or the platform) and the establishment of a comprehensive data governance framework. While the technical platform is a foundational component, the core objective of this project is to uplift TRC’s overall data maturity by embedding sustainable data governance practices, fostering a culture of data stewardship, and enabling meaningful change across the organisation.

TRC has developed a simple Azure Landing Zone (ALZ) to support experimentation and build familiarity with cloud platform management. However, we seek a supplier to design and configure a well architected, production-ready ALZ aligned with Microsoft’s Cloud Adoption Framework to host the data platform. In addition, a Microsoft Fabric-based sandbox has been built internally to inform RFP development and test interoperability options. This does not represent a platform preference. TRC welcomes proposals based on Microsoft Fabric, Databricks, Snowflake, or other fit-for-purpose solutions that meet our functional, governance, and integration goals.

The successful supplier will not only deliver a data platform, but will also be responsible for guiding TRC through the necessary organisational transformation. This includes the design and implementation of standard operating procedures, training and education programmes, change management activities, and fit-for-purpose data governance tooling that support and reinforce a sustainable data governance model. TRC intends to take a staged and pragmatic approach, focusing on early wins and establishing scalable data governance and technology foundations.

Respondents are encouraged to propose solutions that are adaptable, extensible, and sensitive to TRC’s size, context, and resourcing. We welcome proposals from single suppliers or consortia who can collectively meet both the technical and organisational aspects of this initiative. We encourage respondents to demonstrate experience delivering integrated data governance and platform solutions, particularly in resource-constrained environments and within the public sector.
