The opportunity
This RFP is issued by Taranaki Regional Council, referred to below as “TRC”, “the Buyer”, “we” or “us”. We’re looking to collaborate with a proficient software services provider based in New Zealand to lead the implementation of a replacement and modernised Laboratory Information Management System solution.
TRC wishes to purchase a commercial-off-the-shelf solution (COTS) that removes the need for TRC to depend on a Council developed LIMS which is used for managing environmental samples and associated sample data. Our current LIMS also includes elements of workflow, data management and data analysis.
What we need
Detailed requirements are listed later in this document, however in summary we’re looking for:
• Compliance with National Environmental Monitoring Standards (NEMS).
• Well-established company and product.
• Used elsewhere within regional councils.
• Service agreement and support contract for both implementation and future support.
• Remove the need for manual workarounds present in the existing solution.
• Offered as infrastructure as a service/platform as a service.
• Management of all environmental sampling data within a single offering/solution removing the need for spreadsheets with subsequent fragmentation of data.
• Clear technical documentation that explains functions such as the statistical calculations performed within the solution.
• An ongoing relationship with the supplier.
What we don’t want
For clarity, we’re not looking for the following:
• Lack of transparency.
• And although sometimes they’re great, for this project we don’t want surprises.
When do we need it?
We want the new solution to be implemented, with legacy data migrated, by end of year 2025.
Why should you respond to the RFP?
You have received this RFP as we’ve recognised your specialist capability in collecting and managing environmental data solutions in New Zealand, particularly to the local government sector.
We expect that following the implementation of the COTS software, TRC will enter an ongoing long-term relationship/partnership with the successful supplier.
There is stability and security working with a local government organisation, which will provide long-term benefits to the successful supplier.
