Overview

This request is issued by Transpower New Zealand Limited (Transpower). Transpower's aim in this process is to seek and obtain submissions from organisations who are interested in the provision of non-transmission solutions (NTSs) for voltage support in the Waikato and Upper North Island regions using a grid support contract (GSC) delivery model (the Contract).

The Waikato and Upper North Island voltage management (WUNIVM) investigation has identified the need for both under-voltage and over-voltage support. This investigation is progressing under the Commerce Commission’s Major Capex Proposal (MCP) process. In June 2019 Transpower issued a short-list consultation outlining our proposed approach to meet our voltage stability need.

We are simultaneously exploring transmission and non-transmission solutions. In March 2018 and August 2018 Transpower issued RFIs for dynamic reactive devices (both series capacitors and dynamic reactive devices), and we are separately issuing a request for tender of dynamic reactive devices in parallel to this NTS RFI. We will assess any responses to this NTS RFI against the expected performance and cost of Transpower-owned and operated dynamic reactive devices (i.e. the transmission solution).

We have previously conducted an RFI for NTSs for this investigation in 2016 as part of our long-list consultation. We are repeating the RFI now because the project has evolved since 2016, and we can now provide greater detail of the magnitude and performance NTSs would have to provide to meet the need of the project.
