Overview:
Timaru District Council has notified their second-generation district plan (‘pTDP’) which includes multiple future development areas (‘FDA’) for residential, rural lifestyle and industrial growth across the district. The FDA signalizes location and timing of growth around each urban area of the district.

For the FDA to culminate in the desired growth, further Variation of the Notified Plan is required to achieve the rezoning of the land. Elloughton South (‘FDA-1’) and Kellands Heights East (‘FDA-2’) are the first development areas to begin the process of establishing spatial and area plans, ultimately culminating in a variation of the notified plan. The goal is to achieve the rezoning of existing Rural Land (FDA-1 and FDA-2) as General Residential Land through the creation and consenting of a comprehensive Development Area Plan (‘DAP’) identifying Land Uses through a spatial planning exercise and creation of Structure Plans identifying land-use patterns, open space areas and layout of primary trunk infrastructure throughout the urban growth area.

Council is seeking to contract a multi-disciplinary consultant that can manage and coordinate the process of:
Identify Land Use Options (Land Use/Spatial Plan)
Facilitate Integrated Planning of Council Managed Services (Structure Plans)
Organize and Facilitate Consultation with Stakeholders including workshops
Framework to Assess Development Contributions/Financial Contributions
Anticipate & Budget for Future Requirements for Physical and Social Infrastructure
Identify areas for Land Acquisition
Supply assessment on the matters raised in Policy 4 of the FDA chapter of the pTDP
Take the concept DAP through to an operative DAP
