Overview

Through this procurement process we are seeking to engage an urban design consultant to work in collaboration with Timaru District Council to develop an urban Master Plan to underpin the Timaru City Hub Strategy. We are seeking to partner with a consultant who brings experience in effective stakeholder engagement and an agile mindset to provide urban design leadership and guide development of this flagship project.
Originally developed as a rural provincial centre, the Timaru Central Business District (CBD) includes a number of significant heritage buildings, all within close proximity to Caroline Bay and the Port of Timaru.
Timaru District Council wishes to appoint an urban design consultant to deliver a master plan that will drive the social, cultural and environmental regeneration and sustainable commercial success of the Timaru CBD. The time has come to re-imagine the inner-city user experience, to include the traditional retail options, eateries, and service providers, but also providing people-centric spaces to gather, places to live, events and entertainment, and improved community connections.
The project area includes the main commercial street, Stafford St, and a number of local landmarks. These include Council facilities such as the library and service centre and a new Theatre and Heritage Facility already under development.
We are seeking a supplier who can collaborate with the City Hub Strategy Steering Group and Project Team and effectively engage stakeholders and communities to co-create a shared concept and work programme to get things moving in the Timaru CBD. Our vision is to recreate a vibrant and sustainable city centre to meet the needs of residents and visitors over the next 30-50 years.
