Overview

We are are a local authority based in Timaru and are procuring a new GPS monitoring system for our 55 vehicle fleet. As part of our due diligence, we are wanting to ensure we understand the range of options that are available in the market, and that will meet our requirements.

Please note this is an RFI for market research purposes only, and is does not constitute a notice of procurement, or represent any commitment by Timaru District Council to proceed with any product or procurement process. How we decide to proceed beyond this will be up to us, in our sole discretion.

Our practice is to include GPS monitoring in our vehicle fleet. This is primarily for Health & Safety purposes, but also to assist us to with fleet management, manage our fringe benefit tax (FBT) obligations, and achieve other efficiency gains.

In terms of a solution, our requirements are as follows (ideally with no or minimal customisation required):

We require comprehensive mapping and tracking of the fleet, be able to easily identify where one of our vehicles was at a certain time.

We require accurate reporting - FBT reporting is imperative, and the ability to use charge codes for Pool Car charging. We also require Speed Reporting and Driver Behaviour reports.

Fleet Management is essential, WOF, REGO, RUC, Service Reminders, and non GPS vehicles such as trailers.

We require detection and notification of High Impact Collisions and Rollovers.

A user friendly Pool Booking system for our Pool Cars to show which employee is using the vehicle.

Group access - the ability for a manager of a group to be able to see the usage and activity of the vehicles associated to their team.

Flexibility on the length of the Contract term.

Local qualified and trusted installer in Timaru.

Ability to provide Satellite Tracking if needed.

Single Sign On and the supplier to have most currently available accurate speed zone data, with timely processes for resolving differences relating to out of data information. GPS data capturing to have sufficient sampling rate to allow for data correction, smoothing and/or outlier detection to ensure the speeds and location presented are as accurate as reasonably possible given the technology and variables in any particular situation.
