Overview

Thames Coromandel District Council (TCDC) is seeking suitably qualified external experts to undertake a comprehensive review and update of our Asset Management Plans (AMPs) covering the 2026–2036 period. The objective is to ensure that the revised AMPs are robust, evidence-based, and fully aligned with current legislative requirements, audit recommendations, and sector best practice.

The consultant will prepare a concise Executive Summary across all AMPs that synthesises key themes, challenges, risks, assumptions, investment drivers, and interdependencies across asset classes. The Executive Summary will be suitable for use by senior leadership, elected members, and auditors, and will support a whole-of-portfolio view of asset management issues and investment priorities.

Please note that this work pertains to the portfolios of Parks, Open Spaces, Cemeteries, Coastal, Solid Waste, Leisure, and Properties to ensure the accuracy of asset information.

Deliverables must be clear, well-structured, and directly support TCDC’s objectives of risk reduction, sound investment, and high-quality service delivery. All recommendations, evidence, and methodologies should be explicitly documented to facilitate audit review and ongoing Council decision-making. In addition, the consultant will provide support during Audit NZ processes for both the Asset Management Plans (AMPs) and Infrastructure Strategy (IS) as required, ensuring all documentation and responses align with audit requirements and facilitate a smooth audit process.
